it means that you know it by the book—the grammatical underpinnings, the rules and regulations so to say. |

But to be truly fluent…to speak a language you also need to know the hidden nuances, the play on words, the in’s and out’s of language. And day-to-day slang (which is more than 30% of conversational English) usually isn’t taught from a vocabulary primer. A deep understanding of another language takes years of practice and is mastered by simply doing it…speaking it day in and day out.
